How does Magic Reflection work?

When I look at UO Guide ( www.uoguide.com/Magic_Reflection ) It says that Magic Reflection ahs the chance to reflect spells back in PvP. And the tooltip for the spell shows you your reflect pool (see attachment). But When I cast the spell it ONLY affects my resists (see second attachment).

Does the spell not reflect spells on this server?

Nevermind, I just had another player cast fireballs at me and Magic Reflection did not reflect any of them So that is why Inscription is not useful for pvp on this shard...

y, on it shard we have spell Magic Reflection without the chance to reflect spells back. if it is a bug, you should write support by means of link support.uogames.ru/index.php?a=add&language=English ,and it will be fix soon.
nevertheless, skill Inscription is very useful, the skill gives you 10% spell damage increase overcap(overlimit), it's very a lot.
